Are prediction markets legal in Arkansas?

Uncertain. Arkansas licenses sports betting through its casinos, and in October 2025 its Attorney General issued a formal opinion that a business like Kalshi’s is gambling that requires a state license. We found no cease-and-desist letter, lawsuit or other enforcement action against any prediction market since.

Of the 56 platforms we review, 12 are open in Arkansas, 5 with restrictions and 26 not at all; for 13 the terms do not say. Sports betting in Arkansas: legal through licensed casinos and their mobile apps, regulated by the Arkansas Racing Commission (dfa.arkansas.gov).
