Yes. West Virginia licenses sports betting, including mobile wagering, through its Lottery Commission, and has taken no action against prediction markets that we could find. The Fourth Circuit, whose rulings bind federal courts in West Virginia, has not yet decided Kalshi’s appeal against Maryland’s regulators.
