Are prediction markets legal in Iowa?

Uncertain. Iowa has not taken enforcement action, but in September 2026 a federal judge refused to bar the Attorney General and the Racing and Gaming Commission from enforcing state gambling law against Kalshi, finding its preemption argument unlikely to succeed. Kalshi has appealed. Sports betting is legal, licensed by the Commission.
